What is a good place to start my own website for free, is there one or do you I need special licensing?

I want to start a website and just get doing something I feel passionate about. Is there a free way to do this or how hard is it to do it? Do I need any special licensing or certificate?

the best place that I have found is at webstarts so if you go to this link it will put you through. You can start it off free and change it anytime you want to a different plan.

I know a great free one and you don’t need a licence. I’ve used it for years, it has a basic interface, with many features. They feature an App Store, where you can earn credits by completing offers, or you can buy credits by mobile phone to enhance your site. For those more advanced people, you can downgrade the service to HTML mode. Not to worry too much about HTML now, because you won’t really need it. However, with free sites like this you get advert banners on your website, and you get a website address like your username, and then ".webs.com" after it. If you get tired of this, they also offer upgrades.
