Try 1automationwiz.com. I currently use them and have used them for the past 6 years. It’s an autoresponder service but they have html newsletter templates you can use.

http://www.aweber.com and http://www.getresponse.com are the best email marketing companies on the market now. They include many various templates that you can use to framework your newsletters…
If you are speaking of wanting the company to write the content of your newsletters also, I highly suggest that you refrain from doing this. Why? Because people buy from people.
With the rapid increase in information out there, the public is becoming more familiar with business owners and companies who are running from the tasks that are supposed to bring them closer.
